There is 3 ip layers:
1. localhost or 127.0.0.1 this one which you could connect to even if you did not connect to any network cause it connects in your device itself
2. router layers or private ip which is the ip the router gives to all devices usually looks smth like this 192.168.xx.xx this is the one that shows in cmd when you type ipconfig the ipv4
3. public ip this one that being displayed to all world and you can see this ip by typing on google "what is my ip address" and google will tell you your ip (in case google didn't show it you can enter any link from the indexed links they will show you your public ip
