I had an idea of what could be done with ruins, and found this old post to reply to.

I would add a new tech "Archaeology", with prereqs "University" and "Engineering" (would be nice to have it a prereq to something, but what?). When "Archaeology" is known, Engineers can "excavate" a tile with ruins, which clears the ruins from the tile. The city which owns the Engineers then gets an improvement "Relics" (which cannot be built). A city with "Relics" can then build an improvement "Museum", which uses up the "Relics". "Museum" would have cost of 20 or 30, upkeep 1, provide +1 or 2 trade, +1 science, and +1 Make_Content effect.

Comments? Of course AI would not be able to use it.
